Now, on federalization, I should also say that federalization in the USA sense of each region having its own authority to deal with its local needs is a great solution for a country like Iran with many ethnicities and languages. These regions remain part of the whole but still maintain their own authority.
However, this coming from the brits, whom I never trust, is a very bad sign. They look at it as a step toward tajziye. I am sure of this. It has been and still remains their policy toward the middle east.

I have an op-ed on the subject of federalization and the related topic of tajziye.

First, on tajziye: It is really interesting that they (the west, especially UK) prescribe tajziye for everyone. But for themselves, they prescribe the GREAT Britain and the UNITED Kingdom. If you confront them about this, the argument goes in two possible ways: 1) We are great and so, we want to keep it, or 2) their current government is shit and if they split, they will be so much better off.

Now, I am a scientist and look for evidence that might support a hypothesis. I will leave the first postulate behind because it is not about other countries and is about the brits, albeit it being completely wrong and if you doubt this, you should talk to the average joe on the streets of London. They hate the monarchy and all bitterly complain about their economic woes. But you wont hear about this on the media and instead your will see the few hundred suckers who show up to the coronation.  

Anyway, let's take a look at the precedence and data for the second one. Specifically, I think we should look at the situations where one big country was "shit" and then split into smaller ones in the hope of glory. In this category, I cannot think of a better example than the soviet union. I think we all agree that it was shit. Now look at all those republics that split from it. How are they doing now that the split is decades old in most of them? I have traveled to many of them because there is TB rampant in all of them, just like the old soviet union. 

On the specific topic of TB, are they better off? Yes, they are. But so is Russia. This has nothing to do with the split but everything to do with new and more powerful antibiotics being available. 

Is the health care system better? No, still shit as it was decades ago under the soviet regime. In Georgia, the hospitals are shameful. If you think Iran's hospitals are bad, you have to see these places. The buildings are mostly all the soviet era stuff. What is horrible right now is that, in fact, one highly infectious TB ward has now been turned into housing for poor people. The surgeon I work with was shaking his head and saying that all those people now probably have TB. You might also ask what if the splitting region has resources, unlike georgia? Here a great example is Azerbaijan. It has oil and everyone thought they would be better off. I quote my collaborator from Baku: "All we have noticed in hospitals is that the picture of one dictator was replaced with another." referring to the picture of Azeri president hung in every room of the hospital. The situation is identical in literally every other republic. I wont talk about Ukraine, because they are far worse off than everyone else. But everyone else is stuck in the same boat. Healthcare system is still the same old soviet system, decades later.

Is the economy better? Are people better off? That is a clear no. What I see in Russia is much better looking than almost all these republics. People are uniformly poor in all these countries, including Russia, as compared to the US of past. (I am not sure where US of today is headed.) But comparatively people in Belarus, Georgia, Azerbaijan, Moldova, Latvia, ... are worse off than in Russia. In these smaller republics, the old soviet habit of heavy drinking is rampant, smoking is rampant, and generally, streets and public places look good as government spends on them as a sign of the dictator's glory, but what is in people's houses is quite minimal, even compared to the standards of Russia today. Wages of surgeons (I know this because I pay them) in Georgia is $5K/year, in Azerbaijan is $7k/year, in Moldova is $8k/year, in Belarus it is $7k/year, in Latvia it is $10k/year. These are all less than what a surgeon makes in Russia. Laboratory technician's salary in almost all of them is below $2K/year. This is why we do most of our work there. It is damn cheap. 

I am not making a case for Russia but all I am saying is that economically, it makes no sense for a region to split from a larger country. It almost always ends up worse, especially if it is encouraged by a foreign influence. They will force another dictator down people's throat because dictators are easier to control. And when it is time, it is easy to justify getting rid of them militarily.

IMO, there is only one path to improvement of people's conditions and that is through the difficult chore of fixing things internally which is always endogenous rather than exogenous influence. This path never should go through tajziye and making the countries smaller and smaller.
