Comments: NASA Suspends Awards with International Collaborations On Oct. 2, the House Select Committee on China announced that NASA had suspended more than $40 million across 40 active research awards for review of potential compliance issues involving bilateral research collaborations with Chinese institutions. Details were not included about the institutions and awards under review; however, if PIs have not already received a suspension notice, there is no indication that their awards are among those affected. As shared previously, NIH, NSF, and other federal agencies have recently issued notices on research security that restrict foreign collaborations. The Council on Governmental Relations shared an issue brief, Co-Authorship and Foreign Collaborations, outlining increasing federal oversight of foreign collaborations, co-authorship, disclosure requirements, research security, and institutional implications for federally funded research.
Comments: NIH Announces Biomedical Research Reproducibility Effort The National Institutes of Health (NIH) announced a new initiative to elevate replication and reproducibility as foundational components of biomedical research. The effort will offer training, tools, grants, and other support to shift academic incentives away from focusing on novel, positive results toward prioritizing independent verification. It will include new funding pathways for replication studies, new recognition and prize programs, and a new literature search tool in PubMed to connect original studies with related verification papers. Comments: White House Cancels Funding Through Rescission On Sept. 25, the White House announced that the president would cancel $810 million of spending by several federal agencies, including $70 million for Title VI international education programs from the Department of Education, $5 million for research from the Office of Minority Health, and $28 million of other research funding from the Department of Health and Human Services. The White House used a "pocket rescission" maneuver in which the president asked Congress to cancel federal funding just before the end of the fiscal year and put the money on hold while Congress considered the request. Because of the last minute nature of the request, the funds can expire before Congress has time to approve the cancellation or agencies have time to spend the money. The move has been deemed unconstitutional, but options for reversal are limited. The attorney general of California, joined by those of Maine, Maryland, Michigan, Nevada, New Mexico, and Oregon, filed suit on Wednesday in the U.S. District Court for the Northern District of California to challenge the rescission. The CSU worked with the Attorney General’s office in the preparation of the complaint.
Comments: NSF Ends Fiscal Year with Significant Reduction in Awards As the federal fiscal year ended on Sept. 30, the National Science Foundation (NSF) showed a substantial decline in new research awards for Fiscal Year 2026. The agency issued awards totaling $6.56 billion, down from $8.1 billion in 2025 and $9.06 billion in 2024. Some of the decrease may be attributed to NSF holding roughly $1 billion in reserve to support the administration’s "Grand Research Challenges" and "Frontier Initiatives," which are expected to focus on the future of artificial intelligence, quantum phenomena, advanced materials and matter, and biological design. California Congressman Dave Min submitted a letter with 31 other representatives, including Rep. Mike Levin, asking the White House Office of Management and Budget and Office of Science and Technology Policy to explain ongoing cuts, delays, and shifts in university research funding, and to explain which research funds have been withheld, reprogrammed, or reduced, and the legal authority for those changes.
