What I would do instead, I would eliminate all elections but the presidential one. I would also mostly dismantle the congress as is. I would simply have tax payers say where they want their tax money spent. Only an oversight committee is then needed to make sure money spent where the tax payers say it should. If DoD gets defunded and instead universal healthcare gets pumped with a lot of money, you can count that as people's vote. If capitalism is all about money, let's make it all about money with direct people's control.
