Like in Trumps, first presidency, this will bring China closer to global leadership and filling in the political gaps that US withdrawal leaves globally. 3. US will create an alternative to the WHO. I find #3 the least likely because a) Trump administration is only energized on revenge and money in their own pocket. This is neither. b) it goes against "America First" which has been translated into "America only" I think #2 is the most likely which is the worst for the USA's positioning globally in the long run.
