My favorite football riot is the one from the 80's in Belgium when an Italian club and an english club ran into each other. The drunk english fans attacked the italians which in the process caused a wall collapse onto the italians. They then in turn responded. One guy happened to have a gun and so randomly started shooting people. Police went and hid in the middle of the grass and allowed many to die. TV station did not know what was appropriate and so, showed the whole thing for two hours. Many died in that incident. As a result of that and a few other pretty bad incidents, the british were banned from the world cup.

If your passion and love for your team causes you to become violent your passion has become an obsession and you need help. No excuse for this all fans involved should be prosecuted and ban for life from ever attending any games.
Honestly, I'm surprised this hasn't happened sooner. I don't know if there has ever been one article where professional athletes outside of Mexico are quoted saying they are excited to play there. 100,000 fans in one stadium with zero security and a pitch littered with plastic bottles full of piss. No thank you.
Fan violence in football is nothing new. From South America, Galatasaray in Turkey, to Leeds, Millwall, and Liverpool (Heysel) in England fans have gotten out of control many times.
