The big picture: Separately on Wednesday, Israeli Prime Minister Yair Lapid stressed in a briefing with the international press that he is concerned the U.S. and other Western powers will give more concessions to Iran in order to reach a deal on a return to the 2015 nuclear agreement. - The White House has repeatedly denied it's considering new concessions.
What he's saying: Lapid said the EU draft agreement was defined as a “final offer” and presented as "take it or leave it," but the Iranian response to it included more changes that led to further discussions. - “The Iranians are making demands again. The negotiators are ready to make concessions, again. The countries of the West draw a red line, the Iranians ignore it, and the red line moves. If the Iranians didn’t take it, why didn’t the world leave it?” Lapid said.
- The prime minister also said Israel thinks the nuclear deal does not meet the standards set by President Biden for preventing Iran from becoming a nuclear state.
- Lapid added that, if a deal is signed, Israel won’t be bound by it and will act to keep Iran from becoming a nuclear power.
Israeli national security adviser Eyal Hulata met with his U.S. counterpart Jake Sullivan at the White House Tuesday to discuss the negotiations with Iran. - One of the main goals of Hulata’s trip was to press the White House on not making any further concessions, mainly on the International Atomic Energy Agency investigations against Iran and the sanctions against the Islamic Revolutionary Guard Corps.
- Sullivan told Hulata that Biden is committed to ensuring Iran never acquires a nuclear weapon, the White House said in a readout of the meeting.
- Sullivan expressed Biden's "steadfast commitment to preserve and strengthen Israel’s capability to deter its enemies and to defend itself by itself against any threat or combination of threats, including from Iran and Iranian-backed proxies," the White House said.
Between the lines: Lapid’s strong public statements and Defense Minister Benny Gantz’s upcoming trip to Washington are also connected to the domestic political situation and the upcoming Israeli elections. - The two Israeli leaders want to show they are taking a hard line and working against the nuclear deal, fearing attacks from their political rival and ardent Iran hawk Benjamin Netanyahu.

Russia's automotive sector has collapsed following the imposition of sanctions that cut it off from essential parts imported from Europe. Extreme sanctions imposed on Russia in March have seen its car production come to a screeching halt as essential imported parts are now unavailable. Iran has been under sanctions for decades, but has managed to develop a large automotive sector that caters to its domestic demand, and it is only too happy to help. Russia’s war has seen hundreds of foreign companies leave the country, but no sector has been harder hit than the automotive. AvtoVaz, maker of the Lada, has seen its production come to a virtual standstill as the company, formerly run by Renault until its exit last month, set up a “spoke and wheel” model that means most of the more sophisticated parts were imported from Western Europe. Those imports have stopped now and the company has few alternative options to replace them. Iran has always been on Moscow’s radar as a possible ally in a showdown with the West. Russia has been preparing for economic warfare since at least 2014, when the sanctions regime was first introduced with the creation of the International North South Transport Corridor (INSTC). This long land and sea corridor traverses southern Russia, through the Caspian Sea to Iran and across the vast Iranian plateau to connect with the port of Chabahar and the Persian Gulf. This southern route was often seen as a back-up for Russia if its Western trade routes were cut off.

The US$40 billion memorandum of understanding (MoU) signed last month between Gazprom and the National Iranian Oil Company (NIOC) is a stepping stone to enabling Russia and Iran to implement their long-held plan to be the core participants in a global cartel for gas suppliers in the same mold as the Organization of the Petroleum Exporting Countries (OPEC) for oil suppliers. With a foundation in the current Gulf Exporting Countries Forum (GECF), this ‘Gas OPEC’ would allow for the coordination of an extraordinary proportion of the world’s gas reserves and control over gas prices in the coming years. Occupying the number one and number two positions in the world’s largest gas reserves table, respectively – Russia with just under 48 trillion cubic meters (tcm) and Iran with nearly 34 tcm – the two countries are in an ideal position to do this.

Israeli Defense Minister Benny Gantz is due to see Sullivan in Washington on Friday.
In a readout of the meeting sent late Tuesday, the White House said Sullivan had underscored the Biden administration’s “steadfast commitment to preserve and strengthen Israel’s capability to deter its enemies and to defend itself by itself against any threat or combination of threats, including from Iran and Iranian-backed proxies; and our commitment to ensure Iran never acquires a nuclear weapon.”
Also late Tuesday, the U.S. military announced it had carried out precision air strikes against facilities used by Iranian-backed armed groups in Syria, which have often threatened U.S. forces.
Meanwhile, former Israeli Prime Minister Naftali Bennett sent out a series of tweets urging the U.S., “even now at this last minute,” to walk away from the talks, whose result, he feared, would enrich a dangerous Iranian regime that cannot be trusted.
“One way or another, the State of Israel is not a party to the agreement,” Bennett warned, reiterating a longstanding Israeli position. “Israel is not committed to any of the restrictions stemming from the agreement and will utilize all available tools to prevent the Iranian nuclear program from advancing.”
