Some years ago, I saw an interview with Carter when the reporter asked him whether he would do things differently now that he has seen the consequences in the middle east. He said I have no regrets.

Considering how many people have died in the region and all over the world including here in the US (911 comes to mind) as a result of US meddling in the affairs of this region that is an astonishing statement. He may not have been the decision maker, he was at least an accomplice. But I think he was also the instrument of that decision and executed the orders. IMO people are still losing their lives as a consequences of the changes that they made to the region 40+ years ago.

So, I also consider him as directly responsible for all the havoc, murder, and destruction. Although I do not consider him as the sole decision maker or sole responsible.
